How to fix the inability to open/view a SSIS package in BIDS

 I recently ran into an issue with a SQL server installation at a client where I tried to open a SSIS package using the BIDS interface but would receive an error upon the package loading that said:

Microsoft visual studio is unable to load this document.  To design Integration Services packages in Business Intelligence Development Studio, Integration Services has to be installed by one of these editions of SQL Server: Enterprise, Developer, Standard, or Evaluation.

I found that Integration Service was not installed so I installed that using the SQL 2008 standard edition installation media. I was still receiving the same error.  I tried a reboot but that did not fix the problem either.

What I finally had to do was to uninstall the BIDS component from the computer.  Apparently the BIDS was installed using a SQL 2008 Workgroup installation disk and so the issue was not that Integration Services were not installed from the right version but rather that BIDS was not installed from the right version.  After re-installing BIDS from the SQL 2008 Standard edition, I was able to open my SSIS package.
