After installing Xbar 1.1 on a Windows 2008 R2 server the Xbar application was not available in Outlook 2010. It was present in the Outlook Add-ins but it was disabled.
We re-installed and made sure UAC was not turned on – no difference.
Apparently, this behavior only happens in certain environments and is corrected by installing the Visual Studio 2010 Tools for Office Runtime and then enabling the Xbar add-in.
